PCR Testing is required and must be submitted prior to returning to campus for:
• Anyone who is unvaccinated

PLEASE NOTE: Per OSHA regulations, any unvaccinated employees will be required to produce weekly tests beginning January 10, 2022
• Anyone who is presenting with symptoms
• Anyone who has had a known exposure to COVID
• Anyone who has traveled beyond the 90-mile radius and/or has used mass transportation in the past seven (7) days

Campus-wide testing will take place January 11-12 between 10AM and 2PM in the Timms Lounge. All students must be tested; faculty and staff can test if they wish or have reason for concern.

Those who test positive will be evaluated by medical professionals to determine next steps. Asymptomatic individuals will self-isolate for five days, symptomatic individuals will be offered alternative housing for their five-day isolation, and very severe cases will be treated with the highest sense of urgency and will have access to the highest-level medical care needed.

Enhanced cleaning and sanitizing practices have been put into place for all common, living and learning spaces in an effort to limit the spread of any and all germs associated with COVID, influenza, etc.

As isolation requirements impact class attendance, faculty will be asked to follow the existing “excused absence” protocols and practices currently in place.

Mandatory indoor masking is being imposed at this time until further notice. College officials will continually evaluate this along with positivity rates on campus. When deemed safe, the requirement will be lifted.

At this time, D&E Athletics will allow spectators at all contests. Based on the face covering requirement, all spectators must be masked inside campus facilities.

We continue to work closely with local and state health officials and want to do all within our power to maintain a safe living, learning and work environment for our D&E campus community. If you have any questions or concerns, please let us know.

As we prepare for the start of classes, The D&E COVID-19 Task Force remains focused on evolving local statistics and the overall public health situation. We are confident that together we can remain safe and fully operational with your help and adherence to rules and policies.

We continue to encourage all members of the campus community—students, faculty and staff—to be vaccinated. We must remain cautious in our daily actions and routines. Recent guidelines suggest masking can and should be used to limit breakthrough cases and the spread of the Delta variant even among those fully vaccinated (further supported below). As such, the following policy will be in place for the Fall 2021 semester:

Faculty members or staff may require students in their class or visitors to their office to be masked, regardless of vaccination status, when transmission levels in Randolph County are substantial or high.

As transmission levels in Randolph are currently (8/15/21:1:45PM EST) deemed to be “high”, please comply with requests by faculty or staff members to mask in such spaces.

Remember the campus-wide policy that all unvaccinated persons must be masked and adhere to social distancing requirements at all times.

The campus community will be frequently updated as to the level of transmission in Randolph County and any changes in masking policy will be communicated. 

“To maximize protection from the Delta variant and prevent possibly spreading it to others, wear a mask indoors in public if you are in an area .”

In less than three weeks, vlog will commence our Fall 2021 semester. While mask mandates and protocols for prevention of COVID-19 have evolved, we remain committed to keeping the D&E community healthy and safe. We remain optimistic but keenly aware of the ever-changing COVID landscape based on hourly updates on the DELTA variant. This is the plan as of TODAY and we will do our best to hold the line… but we need your help, commitment, and compliance.

Vaccinations & Prevention
For the Fall 2021 semester, fully vaccinated individuals are not required to wear a mask on campus. While vaccination is not a requirement and we will no longer require COVID-19 health screening on campus, it is our hope students will take this important and proactive step to protect themselves and each other.

Non-vaccinated persons are required to wear a mask on campus and in all campus facilities and continue practicing social distancing. Travel restrictions will be imposed according to state and local guidelines.

If you are unvaccinated, you must present a negative COVID test no more than 72 hours old upon your return to campus. This is intended to ensure your safety as well as the safety of those within the campus community.

Throughout the Fall semester, D&E will continue to provide free vaccinations to any student. Testing will be administered to those who present with symptoms. Any unvaccinated individual who receives a positive COVID-19 diagnosis requiring mandatory quarantine at the Byrd Conference Center will receive meal delivery, with any additional charges assessed to the student. Please note: online course delivery or participation is not an option for missed class time.

Higher Education Emergency Relief Fund checks available for qualifying students
Additional aid from the Federal Higher Education Emergency Relief Fund (HEERF) will be distributed for the 2021-22 academic year.

It is important to note the amount of aid allocated to students will be dependent upon whether students are vaccinated for COVID-19.

The amount of aid distributed to students is as follows:
• PELL eligible with COVID-19 vaccination $2,000
• PELL eligible without COVID-19 vaccination $1,750
• non-PELL eligible with COVID-19 vaccination $1,500
• non-PELL eligible without COVID-19 vaccination $1,250

To qualify for the full amount listed above, you must submit proof that you have been fully vaccinated by presenting a copy of your COVID-19 Vaccination Record Card by August 16, 2021. You may email a copy of your COVID-19 Vaccination Record Card to studentlife@dewv.edu. These funds will be disbursed on or before September 1, 2021.

This aid is in addition to other financial aid you may be awarded. to access the “Election to vlog” form for you to complete, sign, date, and return so, if you choose, this aid can be applied to any unpaid balance on your account. Recipients of checks will be required to pick them up in person at the D&E Business Office located in Liberal Arts Hall.

As a reminder, please review the email sent to you on July 1, 2021, for additional information related to accessing the Self-Service Portal, Proxy Account instructions, and setting up a Payment Plan. Fall 2021 Semester
Classes for the Fall 2021 Semester begin on Monday, August 16, 2021. Student housing opens the day before on August 15. Any student wishing to add or drop a class may do so by Friday, August 20, except for RN/BSN students, who have until Monday, August 23, to do so.

In dire circumstances, working together was our armor

During the 2020-21 academic year, students at vlog demonstrated a deep commitment to follow health guidelines that not only kept you healthy, but also kept your fellow students healthy. Yet, it goes well beyond that. I believe the efforts of our students in the height of a COVID-19 pandemic that has killed millions worldwide and more than 580,000 in the U.S. alone showed tenacity, discipline, and a crucial willingness to think about people other than yourself. That is a journey in self-exploration that cannot be taught, only experienced.

As the Fall 2020 semester approached last August, great uncertainty had washed over the college community nationwide. COVID-19 had not only enveloped every corner of the U.S., tanked a summer vacation season, and cast great doubt in a troubled economy, but it had also cast a shadow over a return to campus for students across the country.

In the meantime, vlog spent the previous several months developing an extensive return-to-campus strategy that that included a comprehensive guide for faculty and staff and a system by which the college could minimize and mitigate the virus in our student community.

Our campus health and safety plan included weekly, random testing among students, and showed an impressive response throughout the fall, with the exception of an outbreak in November as a result of poor judgement by a handful of your classmates.

Likewise, following advisories to students to follow safety practices over the holiday season, D&E braced for the return of students for the Spring 2021 semester. As the result of holiday activity and travel, the College faced positive COVID cases the first week of the new semester, prompting a plea to step up preventative practices and to urge your fellow students to do the same.

Messaging to students was imperative: live safely and follow guidelines or face the risk of online instruction rather than in-person instruction in the classroom. Thankfully, D&E’s students heard that plea and responded.

That said, this year was not without issue, but we faced challenges together. While positive cases found their way to campus, the diligence of campus leadership and the commitment by students helped us control and correct each challenge we faced.

Your response was immediate, steadfast, and extraordinary. All told, D&E had a remarkably low COVID-19 positivity rate, due in part to the diligence and leadership of every D&E Senator.

It would be a great oversight not to commend those who created and implemented our return-to-campus strategy, a plan that made D&E a model throughout West Virginia and the nation as to how to cope with this horrible pandemic. By working together, we did a great job of protecting our campus and completing a successful academic year without any interruption in the delivery of in-person instruction. For that, I am so incredibly grateful and proud of you.

Free COVID-19 tests available to traveling students before departure in May

Students may receive a free COVID-19 test through DirectCare of Elkins (). Testing hours are as follow:

  • Monday-Friday: 8:00 a.m. – 8:00 p.m.
  • Saturday: 9:00 a.m. – 1:00 p.m.
  • Sunday: noon – 4:00 p.m.

On-campus Testing will take place Monday, May 3, from 9-10:30 a.m. in the lobby of Gribble Hall. If you are traveling internationally and require test results for flight access, contact: Lowe Del G. Aviles, Director of International Student Services, via email at avilesl@dewv.edu or call 304-637-1311.

Quiet period begins Friday night

The Office of Student Life has announced that the 24-hour quiet hours begin on Friday, April 30, at 11:59 p.m. and will continue through the end of the semester (noon on Friday, May 7). There will be a $30 fine for each violation.

Exam snacks available

Exam week snacks will be available at the Cadillac Daddy Café/Madden Student Center beginning on Sunday, May 2, and continuing through Wednesday, May 5, from 9:00-10:00 p.m.

  • Monday, May 3 – Late Night Breakfast: Breakfast Bar
  • Tuesday, May 4 – Taco Tuesday: Taco Bar

End-of-semester dining services schedule

  • The Cadillac Daddy Café will close on Wednesday, May 5, at 2:00 p.m.
  • The Caboose Café will be open regular hours Monday, May 3, through Wednesday, May 5. It will close for the semester at the end of the business day on May 5.
  • The Benedum Dining Room will be open for regular meals through Wednesday, May 5. Only brunch and dinner will be served on Thursday, May 6. The dining room will close for the semester at the completion of Thursday dinner service.
  • Weekend pack outs will be available upon request on Thursday, May 6, through the Benedum Dining Room.

Procedures outlined for residence hall closure at end of semester

  • All residential students are to be out of the residence halls within 24 hours of their last exam, but no later than noon on Friday, May 7. Exceptions are graduating students, Resident Assistants, and students approved by the Office of Student Life. ​Graduates have until noon on Sunday, May 9, to be out of the residence halls. ​
  • Before you leave your room for the semester, be sure you have completed the following:
  • Submit any outstanding maintenance requests to your Resident Assistant or Residence Director.
  • Remove all personal belongings from the room and return all furniture to original positions.
  • Clean the room thoroughly. The room must be spotless.
  • Remove all trash from the building. Do not throw garbage away in the hallways, suites, or bathrooms. Extra trash bags will be made available by the Housekeeping Staff.
  • Turn off heat/air-conditioning (Moyer Hall & Presidential Center).
  • Close and lock all doors and windows.

Express Check-out available this year

Residential students will be allowed to utilize an express check-out this academic year.

  • In exchange for the ability to check out without a formal process, the ability to contest/appeal cleaning or damage charges is WAIVED.
  • Resident Assistants will hand deliver the express check-out form and envelope to EVERY residential student on their hall.
  • Residential students must fill out the form completely.  Enclose the form and room key(s) in the provided envelope and seal it securely.
  • Drop the envelope in the key drop boxes located in or near the lobby of each residence hall OR hand deliver the completed form and key(s) to the Office of Student Life Monday-Friday, 8:00 a.m.-4:30 p.m.

End-of-semester airport shuttle registration deadline is today

The D&E Office of Student Life will again offer airport shuttle transportation for students departing campus at the end of the semester. Complimentary airport shuttles from campus will operate on May 7 and May 9 and the deadline to register is April 30. Shuttle departures start at 5:00 a.m. each day. For more shuttle information, visit the Transportation page on the D&E website or contact the Office of Student Life at studentlife@dewv.edu  Students returning for the Fall 2021 semester who are interested in using the airport shuttle to campus may also email the Office of Student Life for the tentative 2021-22 shuttle schedule.

May graduates urged to RSVP for Commencement ceremony by April 25

May graduates are encouraged to RSVP for your Commencement ceremony by completing this short by April 25. Completion of the form is required so that administration is aware you plan to attend, as well as for preparation of diplomas and event tickets.

COVID precautionary measures: No spectators at D&E spring athletic events

In an effort to protect D&E athletes, coaches, visiting teams, and the public, college administration has issued a reminder that spring athletic events will take place with no spectators through the end of the season. Sports supporters are encouraged to watch events online and to continue their support of D&E teams.

Random COVID-19 testing on campus

In compliance with the mandate by the State of West Virginia, 10% of the campus community (students, faculty, and staff) must be tested each week for COVID-19. The test utilizes the VAULT saliva-based PCR test instrument. Any student receiving an email indicating you have been selected to test is required to comply.

The D&E Office of Student Life will again offer airport shuttle transportation for students departing campus at the end of the semester. Complimentary airport shuttles from campus will operate on May 7 and May 9 and the deadline to register is April 30. Shuttle departures start at 5:00 a.m. each day. For more shuttle information, visit the Transportation page on the D&E website or contact the Office of Student Life at studentlife@dewv.edu. Students returning for the Fall 2021 semester who are interested in using the airport shuttle to campus may also email the Office of Student Life for the tentative 2021-22 shuttle schedule.

COVID precautionary measures: No spectators at D&E spring athletic events

In an effort to protect D&E athletes, coaches, visiting teams, and the public, college administration has issued a reminder that spring athletic events will take place with no spectators through the end of the season. Sports supporters are encouraged to watch events online and to continue their support of D&E teams.

Free COVID-19 tests available to students before departure in May

Students can receive a free COVID-19 test through DirectCare of Elkins (). Testing hours are as follow:

  • Monday-Friday: 8:00 a.m. – 8:00 p.m.
  • Saturday: 9:00 a.m. – 1:00 p.m.
  • Sunday: noon – 4:00 p.m.

SPECIAL NOTE: On-campus testing will be available beginning May 3 – more information to follow later this month.

Schedule announced for residence hall closure at end of semester

The Office of Student Life requires that you vacate your residence hall room within 24 hours of your last final, this will ultimately produce a phased move out.

As noted on the Academic Calendar and in the vlog Policy Manual: Volume VI, Student Life Policies, the residence halls will officially close at the end of the semester according to the following schedule:

  • May 7 – residence halls close for non-graduates at noon; and
  • May 9 – residence halls close for graduates at noon (this applies to graduates and students approved to stay only).

Summer storage not available on campus

Storage for any personal property or belongings is not available on campus.  Anything left in rooms, suites, hallways, or bathrooms will be disposed of by the Housekeeping Staff.  A list of storage facilities in the Elkins area is available by contacting the Office of Student Life at studentlife@dewv.edu.

President Wood: D&E will have in-person commencement ceremonies on May 8

D&E President Chris Wood has announced that the college will hold in-person commencement ceremonies on Saturday, May 8. As a precautionary measure, three separate ceremonies will be held during the course of the day in Harper-McNeeley Auditorium in the Myles Center for the Arts.

In compliance with the mandate by the State of West Virginia, 10% of the campus community (students, faculty, and staff) must be tested each week for COVID-19. The test utilizes the VAULT saliva-based PCR test instrument. Any student receiving an email indicating you have been selected to test is required to comply.

Student Assembly Cabinet Officer Elections running through Saturday at 5 p.m.

Student Assembly Cabinet Officer Elections began Thursday and will continue through Saturday, April 10, until 5 p.m. Refer to your 4/7/21 email from Vice President Scott Goddard for access to the ballot.  New officers will be announced at the General Assembly Meeting on Tuesday, April 13, with the election of Class Senators to follow. Any questions, issues, or concerns on the elections should be directed to David Magda at magdad@dewv.edu.

IMPORTANT Reminder from President Wood

Please remember that mask wearing is necessary and required on campus.  The low number of COVID infections we have experienced this semester is partially a result of compliance to our mask mandate.  Now is not the time to be lax with necessary mitigation efforts including mask wearing and distancing.  Strict compliance will enable us to finish this semester strong with in-person classes, athletic contests, and an in-person commencement. Students entered the Easter holiday weekend on a good note, as COVID-19 test results revealed no new cases last week. Students who traveled outside the D&E Campus zone during the holiday weekend and self-reported that to college health officials were tested on Tuesday, and those results are still pending.

We urge anyone on campus who has not yet received the COVID-19 vaccine to do so at the scheduled clinic on Tuesday, April 13 (details above). In our continued effort to keep D&E safe and healthy, we ask you to wear your mask, practice social distancing, wash your hands frequently, avoid large crowds, and encourage fellow students to do the same. Much like the flu vaccine, the COVID-19 vaccine cannot prevent you from getting the virus but has shown to dramatically reduce symptoms. With the end of the semester in sight, we encourage you to be more focused than ever on health and safety.

In response to the decreasing number of COVID-19 cases and the rapid rollout of the vaccine, D&E President Chris A. Wood has announced that the college will hold in-person commencement ceremonies on Saturday, May 8. As a precautionary measure, three separate ceremonies will be held during the course of the day in Harper-McNeeley Auditorium in Myles Center for the Arts.

“I am confident that we can do so safely,” Wood said of the commencement ceremonies. “However, there will be necessary COVID protocols and restrictions that will make it unlike previous ceremonies. I ask for your full cooperation and understanding to ensure we can offer a safe ceremony for graduates, faculty, staff, and guests.”

Students traveling or in proximity of potential COVID patients must self-report

Any students traveling outside the D&E campus area (beyond the 90-mile radius) or who come in contact with or have been in proximity to persons with COVID-19 symptoms over the Easter holiday weekend must self-report upon their return to the D&E campus. Students must self-report via email at studentlife@dewv.edu. COVID-19 tests will be administered to those who have self-reported on Friday, April 9.

Student COVID-19 behavior over Easter holiday could have significant impact

We strongly urge students to make good, safe choices over the long Easter holiday weekend, as the health of students returning to campus will determine how the Spring 2021 semester concludes. Not adhering to COVID-19 safety practices could have a significant impact on campus operations, such as the following:

  • campus closure;
  • finishing the semester online;
  • discontinued participation in and/or cancelation of spring sports; and
  • discontinued student activities on campus.

The best way to avoid these undesirable outcomes is to continue COVID-19 safety practices. Stay safe this weekend and use common sense as you enjoy your break.

Holy Week Services

Students are invited to join the Elkins Community in daily Holy Week services. Each day at noon, churches will gather — masked and socially distanced — at Woodford United Methodist Church. Students are welcome to join in this 20-minute worship service.

Easter Blessings

The Fellowship & Faith Club is preparing five spaces on campus to share Easter Blessings and invites the D&E campus community to participate as well. If you would like to participate, go to the Benedum Dining Room and drop your message in the “Blessings Box” for a chance to win a spring lap quilt. The drawing will be held on Easter Sunday. In the meantime, take a walk around campus during the week of Easter and “count your blessings.”

Student Assembly is wrapping up the 2020-21 academic year. Recently, Student Assembly approved the “rebirth” of a few student clubs/organizations that were on hiatus, including the Art Club, Chemistry Club, and Investment Club. The annual “transition of power” will take place in the coming days with the election of new Cabinet officers (President, Vice President, Secretary, and Treasurer).
